BMK & BML
Since 1993, we have been supporting the federal government's environmental subsidies. Our tasks include managing the funding programs and we also act as the in-house expert and contact person for climate and environmental protection projects. We work with the federal government to improve environmental funding.
In 2003, we took over the management of the Austrian JI/CDM purchase program, and in 2007 we launched "klimaaktiv mobil," a funding program for climate-friendly mobility. Since 2009, we have been awarding funds on behalf of the Ministry of Climate Action as part of the federal government's renovation campaign. This campaign revolves around incentive financing for energy upgrading projects in private housing and for businesses. In December 2013, we were entrusted with handling subsidies for protective water management.
Since the amendment to the Federal Ministries Act 2020 came into force, the Federal Ministry of Climate Protection, Environment, Energy, Mobility, Innovation and Technology (BMK) has overseen the areas of contaminated sites, corporate environmental promotion, and international climate protection measures. The Federal Ministry of Agriculture, Regions and Tourism (BML) is responsible for urban water management and protective water management.
KLI.EN
The Climate and Energy Fund (KLI.EN), which was launched by the Austrian government in 2007, makes an important contribution towards the goal of reaching a sustainable energy supply by increasing energy efficiency and the share of renewable energy sources. We assist the management of the Climate and Energy Fund in processing the funds awarded and in contracting, thus helping ensure that all funds of the Climate and Energy Fund are awarded efficiently. On behalf of the Climate and Energy Fund, we allocate funds for large-scale funding programs targeted at a large audience of mostly private households, including photovoltaic systems and wood-based heating systems, innovative flagship projects, the implementation of model regions, and support for the Austrian Climate Impact Research Program.
ERDF
Since Austria's accession to the EU in 1995, KPC has been managing the allocation of ERDF funds within the framework of domestic environmental subsidies. In the spirit of "simplification", efforts are being made in the Structural Funds period 2014 to 2020 to reduce the high level of administrative work involved in the allocation of EU funds on the part of subsidy recipients and the processing agencies. The pilot project "Output-based approach" now makes it possible to trigger EU co-financing based on initiated effects (which would be CO2 savings in the case of environmental subsidies) and not on the basis of verifiable costs, which was the previous approach. In this pilot project, which is unique in the EU, KPC acts on behalf of the Federal Ministry of Sustainability and Tourism as a funding recipient vis-à-vis the EU. The funding target is a contractually agreed amount of CO2 savings, which KPC ensures through a portfolio of domestic environmental funding projects. A contractually agreed price per ton of CO2 saved triggers the corresponding amount of EU funds, which in turn flow into the funding instrument for domestic environmental subsidies. All domestic environmental subsidy projects that go towards this CO2 effect must comply with national eligibility requirements. Lessons learned from the pilot project are the basis for the future application of a "payments not linked to costs" approach for a broader, Europe-wide application in the Structural Funds period 2021 to 2027.
Provinces of Salzburg, Tyrol & Vienna
In the spirit of a "one-stop-shop," we have been reviewing all applications for subsidies from the provinces of Salzburg and Tyrol since 2010 to see whether they are eligible for additional regional funding. The province of Vienna has entrusted us with the allocation of regional subsidies for photovoltaic systems. Starting this year, we will be doing the same in Vorarlberg. Since 2015, we have been handling subsidies for e-mobility multi-track vehicles for individuals as part of the Climate and Environment Pact funding program by the province of Salzburg.
BMF
The Federal Ministry of Finance (BMF) entrusted KPC with the management of the "Craftsperson Bonus" subsidy campaign for 2014 and 2015. This bonus, which has already been implemented, provides financial support to individuals who renovate their residence or modernize it and rely on the services of a craftsperson for the job.
Altstoff Recycling Austria AG
Sustainable management means primarily avoiding waste, then recycling waste, and, as a last resource, disposing of waste. In line with its principle, Altstoff Recycling Austria Aktiengesellschaft (ARA) has promoted measures to avoid waste and raise awareness. As part of the waste prevention funding initiative (from 2005 to 2014), we were the processing center for all subsidies
OeMAG Abwicklungsstelle für Ökostrom AG
Since 2009, OeMAG has entrusted us with the technical assessment of hydropower plants within the framework of green electricity subsidy processing.
European Bank for Reconstruction and Development
We have supported several projects by the European Bank for Reconstruction and Development (EBRD), most recently in energy efficiency credit lines in Poland, Russia, and Ukraine.
Organisation for Economic Cooperation and Development
On behalf of the Organisation for Economic Co-operation and Development (OECD), we have been working to improve water management in Moldova.
International Finance Corporation
On behalf of the International Finance Corporation (IFC), we have been working, as part of a pilot project, to improve the private housing sector in Ukraine.
Austrian Developement Agency
We supported the Austrian Development Agency (ADA) in providing technical and scientific advice and in coordinating projects in the water sector.
European Investment Bank
Under the "Green Initiative," the European Investment Bank (EIB) extends credit lines to selected financial intermediaries in Central and Eastern Europe to finance energy efficiency projects in the manufacturing and building sectors and to support investments in renewable energy. We are involved in the project implementation as part of a consulting consortium helmed by the German GFA Consulting Group.
European Union
As contractors to the European Union, we successfully implemented several projects, especially in Central and Eastern Europe, and participated in a blending study.
German Society for International Cooperation
On behalf of the German Society for International Cooperation (GIZ), we are involved in improving municipal services in Moldova.
Various surveys and studies
On behalf of international organizations, such as the European Union (EU), the Organisation for Economic Co-operation and Development (OECD), and the United Nations Industrial Development Organization (UNIDO), we have conducted various surveys and studies on emission reduction measures and abatement potentials.
